Minister appoints new Economic Advisory Board

Economy Minister, Vaughan Gething has today announced appointments to a new Economic Ministerial Advisory Board, which will provide expert advice on economic policy issues to the Welsh Government.

The Board will provide timely, relevant and expert external advice on specific economy-related matters, by identifying both current and future economic challenges and opportunities to develop Wales’ economy and help it to thrive.

Along with formulating advice and presenting it to Ministers, Board members will discuss policy ideas and act as a sounding board for future policy development - offering robust challenge and testing out key policies where appropriate.

Professor Andrew Campbell has been appointed Chair of the Board. Andrew is currently a Professor of Practice in Tourism at the University of Wales Trinity St David.

Other members of the Board are:

  • Andrea Wayman, Deputy Chair brings a wealth of expertise from the employment, training and equalities sector.
  • Professor Sir Adrian Webb has held many senior roles in local & central government, as well as the Third sector.
  • Ifan Peredur Morgan represents Wales on the Bank of England’s Youth Forum and has experience in the banking and technology sectors.
  • Helen Swift has a professional background in international affairs, aerospace, defence and cyber security policy issues
  • James Davies has 30 years of experience in industry in Europe and Asia, and is now the CEO of Industry Wales.
  • David D'Souza is Director of Membership at the Chartered Institute of Professional Development, having previously worked across a range of financial services and retail organisations.
  • Emily Cotteril has delivered successful business and consumer-facing projects and was awarded the “Under 25 High Street Hero 2016” in the Great British High Street Awards.
  • Miatta Fahnbulleh is currently Chief Executive at the New Economics Foundation and, before that, was Director of Research at the Institute of Public Policy Research.

The Board’s membership brings together individuals with a diverse range of skills, knowledge and expertise to give their perspective in areas of business, academia, employee voice and the Fair Work agenda.

They will also provide valuable insight into the economic issues affecting young people, as well as identify best practice and learning from areas outside the UK, and explore how this could inform our policy thinking in Wales.

As members draw on their personal knowledge and expertise, their input will complement and add value to existing external sources of advice provided by other fora and partners.

“It is a Board that will help me deliver my ambition to create the conditions where more people, particularly the disadvantaged and young people, feel confident about planning their futures in Wales.

“I am also delighted to appoint Professor Andrew Campbell as Chair. Andrew’s experience as a leader and academic in a key economic sector means he is more than equipped to fulfil this key role. I also look forward to working with Andrea Wayman as Deputy Chair who has a wealth of experience in inclusive employment, training and equalities.

“The Board’s advice, both individually and collectively, will be invaluable as they support me to take forward our ambition to improve Wales’ economic development and strengthen its resilience - both now and in the future as we continue our recovery from the pandemic.

The Board has been established by the Welsh Government to deliver the Economic Action Plan commitment for an overarching Ministerial Advisory Board.

The work of the Ministerial Advisory Board (MAB) will include providing advice and scrutiny on delivering the following Programme for Government commitments - Progressing the Economic Resilience and Reconstruction Mission and Strengthening the Economic Contract.

The membership of the Board reflects individual skills, knowledge and expertise rather than duplicating representation of specific economic, business or societal interests already reflected in other forums such as existing social partnership arrangements and interest groups and representative bodies that exist independently of the Welsh Government. 

The Board will meet six times a year at intervals of every two months.

 

Biographies of members

Professor Andrew Campbell, Chair

A respected academic within tourism - a key economic sector, Professor Campbell has experience of advising and shaping academic policy and development.  He is a Professor of Practice in Tourism with the University of Wales and his experience brings useful insight into the issues facing the tourism and skills sectors. Until September 2021 he was Chair of the Wales Tourism Alliance representing the interests of over 6,000 tourism businesses throughout Wales.

Andrea Wayman, Deputy Chair

Having worked in the employment, training and equalities sector since 1989, Andrea Wayman is passionate about social enterprise and creating jobs through social enterprise procurement understanding that good, inclusive employment aids the development of thriving and healthy communities.

Sir Adrian Webb

Professor Sir Adrian Webb was an academic at the London School of Economics and Loughborough University; he was Deputy Vice Chancellor at Loughborough and Vice Chancellor at the University of Glamorgan. As well as holding a number of senior management positions and a wide range of public service/consultancy roles in local and central government (including HM Treasury, DHSS, Home Office, DFES, and the Ministry of Justice) and in Wales, he has also held many roles in the Third Sector.

Ifan Peredur Morgan

Originally from Aberystwyth, Peredur taught himself Economics before moving to London to study the subject at the London School of Economics (LSE). He represents Wales on the Bank of England’s Youth Forum and has professional experiences in the banking and technology sectors.

Helen Swift

Helen works for Airbus as the UK Public Affairs Manager across the Commercial Aircraft, Defence and Space & Helicopters divisions. She has a professional background in international affairs, aerospace, defence and cyber security policy issues.

James Davies

After 30 years in industry in Europe and Asia, James is now the CEO of Industry Wales bringing the voice of manufacturing industry to Welsh Government. He is also a Member of the HEFCW Council and sits on various Regional Strategy groups such as Swansea Bay City Deal, Tech Valleys (Blaenau Gwent). He has recently completed assignment on the Burns Commission to progress the South East Wales Traffic concern.

David D'Souza

David is the Director of Membership at the CIPD (Chartered Institute of Professional Development), the professional body for HR and People Development. Prior to joining the CIPD in 2014, David worked as an independent consultant, having held previous roles across a range of financial services and retail organisations. Described as “one of the UK’s most influential HR and workplace commentators”, David is a respected and in demand speaker and writer on progressive people and business practice.

Emily Cotteril

Currently responsible for strategic planning within FOR Cardiff, the Cardiff Business Improvement District which works closely with the retail sector, Emily also has experience in delivering successful business and consumer-facing projects. She was awarded the Under 25 High Street Hero 2016 in the Great British High Street Awards.

Miatta Fahnbulleh

Miatta is currently Chief Executive at the New Economics Foundation and, prior to that, she was Director of Research at the Institute of Public Policy Research. Miatta is also a trustee on the Good Business Foundation, Local Trust and Best for Britain.
